This program aims to strengthen municipalities and improve the delivery of public services to the population. It also strengthens resilience to risks, particularly climate-related risks, and promotes gender equality.
Context
The Palestinian Territories are highly urbanized. Due to insufficient resources, urban municipalities struggle to fully exercise their responsibilities. Yet local governance is an essential level for the delivery of basic services to the population, in a context where the Palestinian State is being built and is weakened by the conflict.
Since 2009, the Palestinian Authority has implemented a Municipal Development Program, financed by several international cooperation partners, including AFD.
Description
This fourth phase of the Municipal Development Program aims to strengthen the capacity of municipalities to provide the Palestinian urban population with accountable, sustainable, inclusive - particularly for women - and resilient public services. It promotes improved municipal management performance.
The program is structured around four components: 1) financing municipal investments based on municipal performance; 2) strengthening municipal capacities; 3) financing actions to better address natural hazards and climate change; and 4) supporting program implementation. A fifth emergency component was added in 2024 to support the operation and maintenance of municipal services.
The program is co-financed through grants by seven donors, including German Cooperation (KfW and GIZ), the World Bank, Swiss Cooperation (SDC), Danish Cooperation (Danida) and the European Union. The total cost of the program currently amounts to €151 million, of which €18 million is financed by AFD.
Impacts
The program contributes to strengthening the resilience of the Palestinian Territories in a context of fragility through financial support to local authorities. It also contributes to improving their management performance. The expected impact is a direct improvement in the quality of life of approximately 1 million people benefiting from investment projects in areas such as waste management, public lighting, roads, green spaces, water distribution and sanitation.
